It's not baked goods and its in a casserole, so preheating isn't really necessary. The casserole will slow the movement of heat to the food until the oven is up to temp and cycling off and on. Preheating is mostly about making sure your biscuits or pizza or whatever isn't exposed to the continuous direct heat off the elements or burners while the oven is coming up to temp.

My thoughts exactly. And it is no excuse that this is a casserole in a roasting dish. This is supposed to be a replacement for a take-away, so should be ready in the time it takes a take-away to come: putting a cold dish into a cold oven will waste a lot of time. And these are whole lamb shanks not chopped up pieces, so they need some serious cooking. Get that oven really hot first, then turn it down after the dish has been in there for a few minutes.

@MorTobXD I'm a bit late, but if nothing else you'll get to watch this brilliant scene again. A takeaway is food you order from a restaurant ahead of time, they prepare it, then you go and pick it up when it's done and take it home. This is often done by choosing from the restaurant's takeaway menu (which can be found online, I think you can also get a physical copy from the restaurant). Johnny English is looking at such a menu before he decides to just start cooking a meal himself. 0:10
