Are u only using one shot for each charge weight to get your velocity? Are is the number your using for each charge weight the average number for say a three shot string or 5 shot string for each charge weight?

from my understanding the single dots you see on the chart are single shots to get the velocity to know around where your target velocity is. Where there are multiple shots on a single line vertical are 3-5 shot groups stringing vertical with the same powder charge.
