JoJo's Bizarre Adventure (ジョジョの奇妙な冒険 JoJo no Kimyō na Bōken) is the name commonly given to any one of the versions and ports of a fighting game developed by Capcom based on Part 3, Stardust Crusaders.
It was originally released in arcades in 1998 on the CPS-3 board; this version known outside Japan as JoJo's Venture. An updated version of the game was released in 1999 as JoJo's Bizarre Adventure: Heritage for the Future (ジョジョの奇妙な冒険 未来への遺産 JoJo no Kimyō na Bōken Mirai e no Isan), becoming the sixth and last game released for the board.

The reason why kak is so broken is not because of the reasons you listed. He has good combo game, sure, but it's not the actual best one. His poke isn't the best in the game imo since it has a fat ass hurtbox and he can get punished for it. The reason he is banned are his nets. First things first - he can hold his nets and block while doing so, and the nets can only be destroyed by stand attacks. While holding the nets he can do anything that doesn't involve the attack button he is holding a net with. If you get hit by a net - you get standcrashed and stunned for a very long time, if you got hit by it on the ground - he gets a tandem combo for 80% of your health, or 100% if the kak player is cracked out. If you get hit by it midair - you will get hit by a super combo for 35% of your health and the neutral will be reset. While holding his nets kak can poke your ground approach with his half map poke and your midair approach with one of the best antiairs in the game, all the while having a projectile attack that goes full screen and can hardly be punished if he does it correctly. Basically - kak is a very well rounded char with no real weakness to begin with, but with nets he becomes a char that cannot be counter played, since he has an answer to any other tool existing in the game. If kakyoin player plays without making big mistakes - player of the same caliber cannot win with most of the other cast. Sheeeeeeeeeesh

Petshop flying to air camp isn't that serious, since he can't block while flying above. Also, s. Dio's 5a missing him while crouching is actually quite normal. Him missing a lower hitbox while standing is more notable, since you can dodge some moves by doing nothing. (ie B Pol's 236x->236x followup) Still good vid tho!

0:37 I wouldn’t exactly compare Kakyoin to Melee Fox because the latter isn’t ban worthy. While Fox is a very good character and is also ranked number 1 on the melee tier list, a sizable portion of the roster can go toe to toe with him and there are characters who he struggles a bit to fight against. On the other hand, Kakyoin basically dominates the rest of the cast having no bad matchups and the best move in the game, Hierophant’s Field. The only character who can really contest with him is his fellow banned character, Pet Shop.

fun fact, all the three debug characters are in the psx version fully programmed to act as boss/minigame characters. they're still bad, but you're not supposed to play them except when you unlock them in gallery mode and get to play as them for one round only against one of the crusaders.

One day, in the character select screen, I was bored and I did move the joystick to every side possible, and, I dont know how, but the game select me the sub-boss Vanilla ice (even with his original name, instead, in the selectable version he is called Iced) and yeah, he has all the crazy moves doing half circle and everything. I couldn't replicate it, but im sure that was a glitch and not a debug cheat or something.
