Since apparently I've never commented on this video, let me share some fun facts about it. I made the original video (sans music) and shared it on 4chan's /f/lash board in 2006. (I contacted the uploader years ago, but they didn't believe me.) The computer I emulated on couldn't handle playing the game and recording at any decent quality at the same time, hence the slowdown. The first recording had severe compression artifacts. The characters are using alternate colors because I was pressing ❌ to select instead ⭕ not yet realizing which one Japan defaulted to. I wanted to get a third Checkmate! in, but even with max meter there wasn't enough time to finish with Road Roller.

It's based on a manga series with the same name. The series follows the "bizarre adventures" of the many different "Jojo"s of the Joestar bloodline - JOnathan JOestar, JOseph JOestar, KuJO JOtaro, GIOrno GIOvana etc. It's split into parts, where each part follows a different protagonist. This game adapts Part 3 of the series, which follows Jotaro. The "Jojo" in the game is meant to be Jonathan, I believe.

It's not Toki wo tomare. It's literally written as 時よ止まれ (Toki yo tomare) in the manga, but all of these people who studied high school Japanese think it's wrong. No, what they don't seem to teach you in school and what any native speaker can tell you is that よ can be used as an addresser. As in he addresses Time itself and commands it to stop. "Time, stop!" My wife is a native speaker and can even vouch for that. Also, it's "Soshite, toki wa ugokidasu" そして、時は動き出す "And time begins to move."

After a long battle between Dio and Jotaro, Jotaro finds his own ability to stop time just before Dio drops a steamroller on him, proceeding in time-stop to break Dio's leg. In response to the "knives slower than steamroller", The entire power of Dio in the manga was he could stop time. One thing he did was toss a number of knives that would stop in time and be released at the enemy when time began again. So he does the steamroller ability when time is still frozen.

Za Warudo has a relatively long charge up time, if I am close by him I just super. Works especially well with Alessi since all of his supers de-age the opponent. Also the road-roller can blocked if he uses it while time isn't frozen. (Shadow Dio on the other can freeze time almost instantaneously but can't use the road roller.)
