It's baffling to me that Zarbar is only a tad stranger than Joker's actual sidekicks. One time he stole a baby gorilla and killed its mother with joker gas, then trained the baby gorilla to the point where it was not only an efficient do-crimer, but proficient with firearms and parachutes. It then gained cognizance after one of their jobs gone wrong, killed itself out of guilt, and left the Joker depressed for like 5 minutes. Zarbar is only slightly stranger than this.

I had to look him up and yes indeed, ZarBOR (not "ZarBAR") is an existing character. He is the same species of 5th dimensional imp as Bat-Mite and Mr. Mxyzptlk from Superman. Cancer rays are not really a thing they regularly do, but it's almost certainly possible for them since they're practically reality-warping gods. Zarbor only shows up in that one episode of the New Adventures of Batman and surprisingly nowhere else even though he would be far from the weirdest thing in the entirety of the DC Multiverse.

Reminds me of the episode of the Spider-Man cartoon that features a villain named Goron, who's some bald guy with eye laser powers that teams up with Doctor Doom. To be fair, being a civilian would be lousy as well (you might have a bomb strapped to you and Daredevil is the one rescuing you, you might have Superman try to get you to jump off a ledge, you might be a small business owner who has Rhino keep running through their building and/or customers, etc...). This might be my favorite Solid jj skit. I love Zarbar. I've collected every DC comic he doesn't appear in. Those are the best Zarbar moments. The character is at his best when he's implicit. Like, you know Zarb's behind the action, collecting change out of the lair's couch for The Joker's schemes. Or possibly for himself. I like to think it's for himself. Zarbar's indifference to the world around him, and the plot in general, is what makes him click for me. He really deserves all the neglect he gets.

Every hero and villain has this. Old James bond, Specter, Superman, Dick Tracy had a wrist radio. Commissioner Gordon, Super Friend with Legion of Doom. They all had private servers with each other. Do you expect them to find out information and planning like a caveman or the rest of us did in the past ??
