eh, I think it would go to Green Goblin. Goblin may ACT insane but half of the time he is logical and cunning. What makes him "insane" is when he gets angry and he enjoys a good joke. While I don't think Goblin himself could take Joker, it's his tech that brings the win. Goblin can pretty much vaporize an entire city block if he wants to and pretty much every weapon he has is equipped with tracking functions at speeds that even Spiderman has difficulty keeping up with.

In a straight fight? No way, not with even the most generous scaling. However his Joker toxin is MORE than powerful enough to do the job and Joker never fights fair or head-on if he doesn't have to, so it's absolutely plausible that he could kill Goku with just a little setup.
