Do you add shavings to the bag if using a bag. Or only if using as a compost container

It's best to add shavings inside the cassette when not using a bag. By the way, the bag uses the same cassette for compost. 🙂

I'm sorry. Is it good for 19 uses or 23 uses for the chemical toilet? So I have to replace those plastic tubs every couple of days???

Oh no, that's the number of times you can use it before it gets filled. There's an indicator that tells you when the toilet is full so you can dispose of the contents and be ready for the next use. 🙂
