Lore-wise, it makes perfect sense. Divine spirits are a different category than gods. Vritra, too, is an asura, not a deva; she would be categorized as something closer to a demon/demon god than a god, technically.

I think the distinction is that divine spirits are gods who have degraded into divine spirits, losing their divinity. The "divine" in the name doesn't mean they have divinity, it means they were originally gods but are no longer gods.

Imo, a better analogy is that white chocolate isnt true chocolate since white chocolate doesnt have cocoa, but the cocobutter used ro make said white chocolate is made FROM cocoa. Hope that makes sense.
