Synopsis: In 1995, under the leadership Bashar al-Assad's father Hafez al-Assad, Syria was prospering at a slow rate, but prospering nonetheless; levels of tourism to the country, especially to Palmyra, were higher than ever, foreign investment in the country was on the rise, and Syria, now in dialogue with the US and Israel, was becoming less politically isolated. Yet problems still remained; there was only one central government bank, which made investment near impossible, technical inefficiencies caused production to remain slow, and political opposition was all but absent. Ironically, Syria rejected a golden opportunity for peace with Israel which would have returned the Golan Heights to Damascus. In 2000, former Israeli PM Ehud Barak came up with the Barak Peace Plan which was similar to the Camp David Peace plan Egypt signed with Israel in 1979. One peace dividend of that plan was that the Sinai Peninsula was returned to Cairo. Barak offered this land-for-peace deal with Syria and if the latter had accepted it, the Golan Heights would have been returned to Syria in exchange for a peace deal with Israel but unfortunately Bashar Assad rejected it. It was a decision he would later regret but by then Netanyahu was PM and that deal was off the table :(
