If I recall correctly, according to the back story, Hanzo was a prodigy in weapons and strategy. He also loved his brother very much. It was the Elders of the Shimada clan that pushed him to kill Genji because Genji disgraced the clan and duty to clan comes before the individual. Hanzo fulfilled his duty and then left the clan. Up to now, he has been wandering, trying to find a way to atone for Genji's "death". This would have a huge affect on his mental state, especially when he realizes Genji is, in fact, alive. As much as Genji being a cyborg may seem an advantage, Hanzo is still keeping up with the cyborg. Plus, (going off the short) he took the hit from both his AND Genji's ultimate and kept on fighting. Now, imagine struggling so long with the belief you killed your baby brother only to find you left him so damaged, he could only be saved by being fused with machines? Hanzo still hasn't come to terms with the initial act of killing Genji. He's still filled with guilt and grieving, and now, he's fighting his brother once more. If this battle had taken place before Genji's time with Zenyatta, I'm sure the outcome would have been very different in that Genji wouldn't have stopped, so intense was his sense of betrayal. Yet, he did because he sees his brother is still struggling to come to terms with their past, with his duty to the clan, his love for his brother, and his guilt and shame for what he did to Genji. Their mental states had a lot to do with how this battle turned out. To paraphrase 13th Warrior "Battles are win in the will."

... I want to point out that Genji never used his ult on Hanzo. He used it to redirect Hanzo's dragons, and then put away his sword again. Also that his own dragons clearly didn't do anything but push him around a bit. Also, to say that he kept fighting after that would imply he didn't just kinda fall to his knees in shock and only survive because Genji wasn't there to kill him in the slightest.

I do like the concept of these characters and how they play on tropes in samurai/ninja Japanese media. Specifically the idea that to serve and evil master is more honorable in bushido than to serve a good one - because it’s easy to serve a good master. But being unwavering in your loyalty despite your master’s evil is the hard path of honor. So Hanzo is the samurai adhering to bushido who is honorable but immoral. (Appropriately enough historic samurai were much more focused on archery than the katana, which was a weapon of last resorts) While Genji chose the dishonorable path of the shinobi out of morality.

You can tell they both still care about each other. Genji didn't let his dragon hit Hanzo when he could have because he didn't want to harm him. And let's be real for a second, I'm sure he could have sliced right through the bow and killed Hanzo. Sometimes you can hear Hanzo say something like, "it's a wonder who father would be more disappointed in." I don't think he would be all that terribly disappointed. Genji lost his ways so Hanzo grudgingly had to carry out the task of correcting him. I think his father would be proud of him for that. And Genji was able to get back on his feet and find his ways. Though, his father may be disappointed in the fact they didn't exactly follow the path they wanted, he would still be proud of his sons and everything they had done.
