Actually, "dumb is forever" you can learn all you want but that doesn't mean you will be able to apply what you have learned. The ability to analyse and have insight into information being put in front of you cannot always be taught. I have friends who have Masters Degrees who cannot put 2 and 2 together. Look at our last President. He had an Ivy League Education and he wasn't all that bright. Some people just don't have it.
