Joker's identity is already known within the police force. On top of his capture and interrogation after the casino, he also turned himself in at the end of the game. Seeing as how Akechi reported to Shido, the other's identities should be known as well, if only to a select few.

My best guess is that if Akechi truely alive from the vague ending, he awakens the true card for Ren's sake, which explains real Igor's absence from Ren's Velvet Room as he's always present, even in canon sequel spin offs if the guest and humanity's fate is tested as seen in Yu's Arena battle. Q not counted as it involves crossing generations/time, dancing also out due to attendants idea. Based on his 3rd awakening Hereward and Maruki's calling card before the final battle within the dreamworld, he changed from what he wished to be viewed by the public to the one not caring on the masses opinions, taking his own sense of justice. My guess is that he's chasing the new melevonant entity attempting to frame Ren for the heart changing incidents/attempt control the masses through Jails, related to the EMMA app. In a sense, he's trying to protect Ren from any further battle in a long run, at least a month before summer based on reports. However, he ended up leaving a mess that took the Public Safety attention, in a sense partly failed to protect the thieves from further battle. I can already imagine him panicking on the situation, especially Ren's well being, his reasons of fighting to fulfill the promise. I imagine Akechi's true card awakening is similar to Aigis; a cogntion change, Robin Hood and Loki sacrificed, forming a new mask/phantom thief attire and new Fool Arcana Persona. Also unlike Ren, his Persona changing abilities is not as strong/many plus his limit is connected to his fragmented mind resulted in Shido's palace and Maruki's dreamworld. This is similar to Aigis' mind circuits almost fried due to multiple persona usage in the answer, though she mastered this power overtime without relapses/drawbacks before Arena, especially regaining Athena.

I can imagine Mitsuru "executes" Akechi, but gives him warmth due to similar circumstances. The likely member of SEES that will bond with him quickly will be Aigis due to their story character development similarites and relationship with the respective wild cards. Only difference is that Makoto Yuki passed away a month after the final battle against Nyx to fulfill the promise while Ren still living after destroying Yadolbeth and breaking out of Maruki's dream world for Akechi's sake. I can see Akechi's sadistic but cute tsundere side will leak out in certain times, which Aigis notes on much to his embarassment, as both tend to be socially awkward during the respective stories.

One thing I do have is why have the characters' first and last name be in reverse? I know that's how it's set up in Japan, but even the anime would revert the characters' names in the subtitles, why did you choose to do it this way?
