well, when Billy comes back as a teen he is Billy Kaplin. I'm not saying Wanda is definitely showing up, but I feel like she is bound to show up somewhere.

Billy Kaplan is a character in this show, it was confirmed in Variety magazine. The actress who plays Wanda has parted ways with Disney/MCU.

@@joshuacoldwater Besides the tease in this trailer, Elizabeth Olsen voiced her own character in What if season 2, when they could have gotten a sound alike actor like they did for a lot of other people. Without getting into too much detail about Deadpool and Wolverine, she was teased in that movie too. I sincerely doubt they would keep bringing her up, if they weren't planning on Wanda returning. Variety says a lot of things, doesn't mean they're all true. They talked a lot about things that were "Confirmed" for Deadpool and Wolverine, that didn't end up happening.

She did part ways with Disney/MCU last year, while her contract has not expired she is not listed for any roles. She was upset that her character was “sidelined” and never given a central focus in a film. The last comment she made was that she would only consider returning as Scarlet Witch if they could use her in the Fantastic Four film. Which, I don’t think is possible. I don’t know that series well enough to say that though.

Don't worry, Wanda will be back, she has died so many times it's hard to keep count, they do this with all the characters. They don't stay dead for long.
