Thanks For its length Did you short the sleeve 7 c.m the same cuff length?

No you don't . That extra length of fabric gets pushed back and that's what makes the puff. Unless it's only gathered at cuff but not puffy.

Hello Dear! Sewing this sleeve is same as with regular sleeve, you just have to do gathering at the bottom of the sleeve 😉

Velvet is usually very soft, so it will most likely stay on the smaller side. If you would like to do a big puffy sleeve - make sure the fabric you choose has stiffness!
