Doomed is exactly the right word to describe what is happening to not only the rule of law~ In every department of the Federal (and lots of State's) government you find a plethora of unqualified employees. It's high time we end the practice (very popular with politicians, as it's a way to incentivize and reward donors and people who've worked on their campaigns) of appointments not based on qualifications. Prospective gov't employees should have to apply for and compete for job openings based on merit. And once someone is hired, they should only be promoted to a higher responsibility position if they are QUALIFIED for THAT position. As it stands now, they automatically move up the ladder based on time in service, or the "Hey, they do the job they have now pretty well, so I guess they'll be okay at the new job", or the "Hey, they haven't murdered a co-worker lately" philosophy. I have known quite a few gov't employees who were MORONS and should never have been promoted to the jobs they held!! Come on, people, WAKE UP!!!

Universities require two basic law classes for a Bachelor Degree for most careers. THE ENTIRE CLASS was about the articles and groundbreaking cases which clarified the application and interpretation of the articles in the Constitution. I never had ANY required Law classes for my BA degree in International Studies. We did have requirements in History, Languages, and Science. I have never heard of a Uni requiring law courses for undergrad degrees other than pre-law. If any such course has even been offered, I'd have taken it as a free elective as my interest in the Constitution was present from age 8.
