It was originally laziness on the part of the writers. Not in the usual sense; they'd written a scene, and it was too short. But Columbo has already been written as having walked out. Rather than edit it (which was a bit tougher on typewriters than word processors), they just added Columbo turning back and saying "Oh, one more thing..."

If you look at the essentially pilot episode, very few of those mannerisms are there, and they truly start to flesh out the character in the first season, being little tricks Falk developed to come across as unassuming in childhood, having lost his eye to cancer.

If an actor tries to do his cadences and mannerisms it's just a cheap imitation or if they try to play it differently it's not Columbo. It really can't be done. Columbo was my absolute favourite detective show. It was brilliant because it was unique in its approach. It was almost a sub-genre of its own. I love how Columbo always made the perpetrator work for him and how he always managed to get little gifts from them. A cigar here, a bottle of something there, i even think he got a free gym membership once. Columbo made me think and laugh, all without trying to be overtly intellectual or comedic. The comedy was in laughing at Columbos mannerisms but it never really felt like i was laughing _at_ him, more like _with_ him. He not only pretended to be less smart than he actually was but he also made sure to subtly irritate the perpetrator to goad them into making a mistake. Oh, one more thing- Nobody has ever seen Mrs Columbo.

If you watch the guy who played the main character in Wizards, Avatar in 1977, he said that Peter Falk's, "Columbo" was an influence to his character.
