The problem you have is that the same legislation , the 2022 Public Order Act, which was used against the racial rioters, has to be applied in kind here too. The CPS has no choice. The date of the legislation gives you a clue as to who brought it in...and it was to combat JSO, statue botherers and other legitimate protest. It backfired as the finest legal minds in the tory party forgot it applies to everyone, hence it was what jailed the aforementioned rioters. Unfortunately, you cannot suspend it for others, in this case a JSO protester, as heavy handed as it seems.

Behind the frame there was a thin pane of glass, hence why there was no damage to painting itself. The frame however, was very much in the firing line.
