Snyder had a self-contained 5 movie arc planned (MoS, BvS, JL 1, JL 2 and JL 3). So this was never meant to be like the MCU, where there's no ending in sight. It was a self-contained narrative with a definitive ending. The fault is WB's, who wanted to copy the Marvel formula after BvS came out and have been struggling ever since.

Snyder had this all plotted back around 2014 after MoS made enough money for the dceu greenlight and he recieved the Warner executives list of demands (Batman vs Superman, etc.), and then oddly enough Geoff Johns (documented friend or at least acquiatance of Kevin Feige) comes in when they get cold feet, clashing with Snyder after taking issue with his plan; then all suddenly Feige produces something very close to Snyder's endgame.
