Because Gandhi believe in talk even with his enemy and a good power to understand when, where, how to compromise and when there will be no chance for compromise to getting success. If there is any fault line present then no body can get success. As example he doesn't support the activity of great leader of Punjab sahid bhagat Singh but at the same time he doesn't compromise with purna swaraj.for bhagat Singh he stood with his nonviolence philosophy but for purna swaraj he never compromise with British government. He knows well about his philosophy and at the same time he knows that those time British kingdom was weak so no need to harass them by supporting sahid bhagat Singh which is against his believe .His strong believe was that British will left India by giving purna swaraj which is independent India and that becomes true. So believeing the Gandhi philosophy can be successful if you believe in talking, democracy, nonviolence firmly because the results come very slowly but definitely. Quick action may get success but it's sustainability is very poor.Example of quick action are revolution of France, the Communism in USSR. So I think honorable prime minister of Canada just make the comments about Gandhi is to please the Indian community not from his heart ,I think so. Because some discrimination in Canada is still persist and present day the Canadian government is not taking part in talk. Whether it is discrimination with Canadian Sikh or with refugees or with white racism or with neuclear technique,or with Canadian culture
