The whole point of tier list is effort vs results. Sure you *can* put in the work and be a server admin black widow. But Hawkeye does it better with lower effort. Every character in the game can be nuts at the highest level. The question is what characters are worth it to invest your limited play time in to be competitive on. And in that regard, winter soldier is not the absolute best, but he is good.
