But 1. can I join databases? Like with an inner join in SQL? 2. Can I dynamically create a database from a jql query and add additional columns to add data to those rows? 3. Can columns be constrained by data in other columns?

While Confluence databases aren't like classic SQL-based databases, some of this is possible: 1. For this, you can use Entry link and Entry details fields: support.atlassian.com/confluence-cloud/docs/database-fields/#Other-database-fields 2. You can do a one time import using JQL with the Jira import option, but you can't use this later to populate more columns: support.atlassian.com/confluence-cloud/docs/import-data-into-your-database/ 3. If you're talking about filtering field values, you can currently only filter based on the content in the column, not the content in other columns. If you're talking about limiting the types of entries that can go in a field based on the entry in another field, no, that's not possible today.
