Actually, they have in states that have them. However, there is no universal standard causing inconsistency, which is a problem. Look at Kyle Rittenhouse, crossed state lines, purchased a gun from a friend, killed two ppl, and shot a third. Got no jail time. Closing loopholes for personal sales are important and part of that package of gun laws that are important to have.

the problem isnt with responsible gun owners, the problem is with gun manufacturers. gun manufacturers dont care about the second amendment, they just want to make money. so they manufacture tons of guns cheaply and then flood the streets with them. that has nothing to do with the 2nd amendment, or self-defense, or hunting, or with concerns of a tyrannical government (which, by the way, is about a WELL REGULATED militia)
