Federal Taxes do not fund Government Spending. When describing a Sovereign Currency Gov't with an attendant $29 Trillion Economy the words "Revenue", "Spend", "Debt" and "Borrow" are useless, they are Micro Econ Terms that appy to Households which do not create their own Currency, they are the consumers of the currency. The U.S. Govt cannot "Borrow" its own Currency, that would be an accounting error.
