It is Urusei Yatsura, or Fire Tripper.

This anime is called Fire Tripper and is based on a short story from the Rumik World side series that Rumiko Takahashi has worked on on and off over the years. Generally, most of the Rumik world stories are cute or quirky but in this case, the story was quite intense and interesting with a bit of sci-fi to it. Long story short: the girl you see here, the main character, is able to time travel. That's all I will say with no further spoilers.
