Thr is a criteria whr center government has to give money any how to the state government! Ask politicians whr those money went? Buying cars, land and building villas! No factories no industries still expensive cars and big houses whr it came from... No roads no electricity.... Cant blame central government everytime brother.... Public knowz very well!
