Because there isn't! The character is just there to make this game even more overdramatic than it already is.

There is actually, I think. (Spoilers beware) He is one of the text subjects the scientists are using in their time travel experiments. It's to show us that the study of time travel is inhumane and unethical, which is a theme throughout the game, especially the ending. I'm pretty sure Claire says something about being punished for messing with time.

This is just speculation of course but my interpretation is that, since Subject 3 says the experiment revolved around making him hear a sound just for him to suddenly find himself in a different room, that technology was probably then used to create the elevator that brings people from the real London to the fake one. It's probably a really long elevator ride to get all the way down there, so people would get suspicious if they noticed how long it took. They probably play the same sound they played for Subject 3, putting Layton and Luke in a trance-like state when the elevator starts going down, only to "wake them up" when they've arrived at the fake London
