North Hampton PD has either delt with a public photographer in the recent past or someone in their command hes trained his Department how to not make contact with the camera man. It takes almost nothing for the average citizen to get scared and need an adult. I majored in sociology in college (22 years ago), and we had an assignment to sit somewhere in public for an hour. No notes, nothing to occupy us. We just needed to gauge peoples’ reactions to a random person sitting and doing nothing. After about 40 minutes, people started to stare and look at me uneasily. One guy did that thing where they wander up and linger, then ask obviously probing questions, then wandered off while shooting me looks over the shoulder. To be fair, a cop drove by and threw me a wave. He didn’t care. But I suspect someone called them, and when he saw I was just kicking back on a bench in the town square, he went about his business. But the point is that the average citizen lives in a state of fear and suspicion that is always just under the surface.

I've seen the call played on the vid, then the police arrive and give an embellished story that the business owner never even gave. I've seen, but rarely, the calls stopped at the dispatch after they asked if the auditor was on their property, When they said "no", dispatch told them that they were allowed to do what they were doing. That is how is should be handled. Someone also explained that policing is a business and if they turned down calls, business would suffer. I get the notion that "we got a call" and they have to respond, but when they are nothingburgers, it should be nipped in the bud when they call.

In my own city the public has encouraged the city council to make sure that general PD comms are clear transmissions. They recognize that the public has an interest and a desire to monitor PD communications. The exception is special units (SWAT) which is reasonable because they would lose tactical advantage if the criminals could overhear their operations. All PDs should do the same.
