If Kashmiri muslims really want Kashmiri Pandits to come back then they should be allowed to go back their respective homes OR any enclaves which government is planning to build. I think enclaves will not take 1% of valley's land. Why to cry so much if just 1% land is going to fellow native Kashmiris? Kashmiri Pandits should be returned to their respective home and be allowed to go any temple to visit anytime and any number of times. Separate enclaves will ensure that anytime in future an attempt of throwing them out of main Kashmir valley mainstream (which happened in 90s), they will have a secured place to settle i.e those enclaves (to be administered by Central govt.). And we will not have to have a 'debate' whether native people of one part of India should return or not. They will ALWAYS have their home homes in their own region.

I'm all for KPs returning back to their homeland, but my only question is will they live happily there even if GOI allocates seperate township or settlement area?? My fear is Muslims in the valley will still see them as their previous generations have - as Indian agents'' and will try to harm them in every ways possible... Unless the pro-Pakistan and pro-separatists sentiments are completely or to large extent defeated, KPs will not be safe or lead a peaceful life. This should be done before facilitating KPs to return home.

Coming from Jammu and having lived in the Valley my analysis: Brakha Dutt has a solid basic education with good higher education an intelligent lady as well. She has a deep understanding of the planet. 2014 is not the 1980s and 1990s during the latter period a horrible situation was created in Kashmir via the small state Pakistan by some big powers. We had nuclear weapons then so they could not break India. Today India is a superpower of 1.3 billion men and ready for any eventuality. Kashmir needs surely more troops since the terrorism is external in origin. Most Muslims of Kashmir today have Kashmiri Hindu roots thus the Muslims and Pandits of the Valley are similar in origin and culture. They can live in harmony. Also if Pandits want their own colonies let them have these as in most secular democratic countries there are also such colonies. Even the Muslims if they so desire should be welcome in these colonies. I remember in Srinagar Karannagar was such a colony. I vouch if the Centre creates a favourable situation many Kashmiri Brahmins will return. Things in Kashmir can easily blossom. Please be careful of foreign and internal forces who want to disturb the situation. India is very independent and powerful but much of our media is Jewish infiltrated. They are busy creating a mess. That is polarization disruption of proper culture and education via our media. Note most people brought for these discussions are not fit to discuss things and are often just howling aimlessly. A simple solution the Center must act now.

Ethnic cleaning of pundits was a part of Gazwa e hind engineered jointy by Pak army and Huriat radicals where as local Muslims silently supported this project under the conditions of autonomy. That autonomy under 370 removed and now one has to follow Indian rules. All are equal. The historical fact is that when Muslims are in minority the talk for secularism and when they become majority they impose Sharia and do ethnic cleansing of minorities. Conclusion is Islam is not compatible with secularism and democracy as world history of Islam and lack of secularism and democracy in most of Muslim countries prove it.

let the Muslims of Assam, Kashmir, and even All India be transported to Pakistan and Bangladesh and let the Hindus, Sikhs, Jain and Buddhists of these two countries come back to India so that there will be no more problems and trouble making by Muslims. All can live peacefully.All Pundits, only Pundits, living around the world must be given Kashmir land. The whole world,America, Eu and Latin America and East Asian countries are fed up with Muslims.
