Is it possible to use your right hand grip on their left lapel, and kneel down to scoop with your left arm to sweep them over?

Its awkward because you can't draw uke out with a lapel grip like you can with a sleeve grip and even if you did, the finish would be more difficult due a lapel grip leaving you without much movement to then unload uke from your shoulders. It also leaves uke with two hands free to post on the ground / sprawl in defence (assuming you're doing the dropping variation).

Why did the rules change? I learned the leg grab variation, and the new versions seem awkward to me.

The IJF changed the rules to help differentiate between Judo and the two olympic wrestling styles to help keep Judo an Olympic sport.

I really dislike the new judo rules, the traditional way of this technique looks a lot easier

There are lots of great techniques in traditional Judo, but the rules are what they are (and they're not that new anymore). It's also interesting to see how people are able to adapt the techniques to fit within different rulesets.
