Can someone explain what he's doing with his belt other than perhaps holding the uke still for uchikomi? Is he emphasising the direction of uke isn't forwards and over like a classical seoi nage but a rotation?

he is emphasizing the use of the hands and how you pull in uchimata. You're doing an opening motion that brings the Uke off balance onto his toes. When youre just pulling straight Uke feet will be fully grounded and that doesn't get the right kuzushi.
