It's a tin whistle. Flutes typically have buttons called keys rather than just holes like a tin whistle (or a recorder) and are played horizontally to the mouth rather than vertically.

Katie looks so lovely. I think there's many better songs on Katie's new album, but everytime I hear Gold In Them Hills I think to myself 'how on earth could I not adjudge this song as the best in whole package of Katie's songs?' It has probably the most wonderful lyrics, but I still can't persuade myself. I prefer Heartstrings. :)
