Until mandatory measures are in place, the dog will continue to chase its tail. Homeless addicts cannot make good life decisions on their own, it's time to make them for them.

Not one more dime. Get them out of the cities into guarded camps to vet out the criminals and provide the services to rehabilitate the rest. This is madness.
