If you are into history you should know that the song “Катюша” is about love, and it just so happens it is one of the most known songs from the Soviet Union and just like how Калинка “A song made in 1860” was made in the Russian Empire, it doesn’t need to be pure war and violence. TL:DR It was made as a love song first.

I might be wrong but I think the Russian government itself owns the rights to Katyusha, since I have seen videos on the USSR anthem taken down. (This was before the war)

"Composed by Matvey Blanter to the lyrics of Mikhail Isakovskiy" is the first couple lines you see on google, and it was not made *because the ussr wanted it.* The only real attempt song that was asked of matvey blanter for the ussr was for the capture of berlin, commissioned by stalin, but it never happened. Katyusha was a stand-alone song.
