then its a degeneracy case we are adding dummy allocation u can search for degeneracy problem in youtube.

m and n are values for the rows and columns. consider a table with 3 columns and 4 rows. then the value would be 3+4-1 = 6. that value should be equal to the no. of cells allocated. if it's not equal then dummy rows/columns are added.

Ashwin Jayswal it's a degeneracy in that case we have take a constant epsilon to the least cost of value and solved as usual method
