Can confirm, looking at the buff bar every clip. E does not seem to proc prowlers. Every time drut used kayn Q there was a prowlers buff that appeared and everytime prowlers actually dealt damage it went on cooldown in the item bar.

I think mortal reminder is so much better than sereldyas, same pen + GW. I would also look into axiom arc over prowlers, better stats and only a little more expensive, still fits your playstyle with same build path
