The context is simple, at the beginning of the episode, he was stalking a pretty attendant at the diner he visited, and in this specific challenge, he would need to hit all the eyes of this strange egg at once (and he didn't do it the first time). Chain then pretended he was calling that same attendant and pretended she was on fire for him, as "motivation" for him to get it done. And he succeeded. And it was the reason for the freedom mast wanting to sail XD

There's nothing quite like Kekkai Sensen... It's got such a colorful cast of characters with the most perfect blend of comedy and action. But I feel like the anime with the most similar feel is Baccano! Definitely give it a try if you haven't yet. Or B: the beginning on Netflix - this one is a completely different feel and not quite comedy but those Netflix funded fight scenes were something!
