As a nerd with a PhD in chemistry I find this offensive. An EM pulse *might* disrupt the battery and electrical connections but that has no effect on the motor (partly depending on the car).

Technology like this already exists and it doesn't cost a billion dollars. Still... I guess for an idea he had when he was a child it's not bad. But if you're driving down an alley why would you need some complex chemical/emp bomb, why not just have a spike strip to drop or caltrops to throw? There are so many other ways to stop a pursuing vehicle that can only travel in a straight line down an alley...
