@Jeannie Walla Kelly didn't kiss Renee, she's the one who kissed him. If you look at the scene in 6x23, Kelly was very much caught off guard and was shocked when Renee kissed him. He even seemed pissed off at her actions. In S10, Kelly went out with Seager coz he told her that after the church bombing thing was done, he owed her drinks and Seager also wanted to use the time to discuss a case she wanted Kelly's help in. Kelly needed an out too as he's alone waiting for Stella with no idea of whether she's returning or not plus it didn't help that everyone else has their own problems to deal with. Cruz is busy with his new baby, Brett is moping around missing Casey, Gallo and Violet are on the outs and she's starting to date Hawkins at the time. That leaves Kelly alone and vulnerable, something Seager tries to take advantage of.
