If you use a free pass for Tokyo Metro and Toei Subway from the Keikyu Line (Tokyo Subway 24, 48, 72 hour pass, etc.), you can go to Sugamo Station by taking the Keikyu Line to Mita Station and transferring to the Toei Mita Line. If you don't plan on using a free pass, you can take the Tokyo Monorail to Hamamatsucho on the Airport Rapid or Regular, then take the JR Yamanote Line (yellow-green train) on either the inner or outer loop to get to Sugamo. This is an easier way to transfer.
