Steve, put a ball valve (1/4 turn) at the outside of tank inlet. You can modulate flow by resistance, or brtter yet use ball valve on a tee there to divert flow either into tank or to spill off before entering tank.

I recently bought a device off of Amazon to dial in how much my 12v pump actually pumps for my bait tank. I think it cost about $15. You could use it to lower the GPH so it wouldn't out pace your drain.
