Khan, you make the argument that it is very hard to determine the true equilibrium quantity and therefore should not implement a quota, but couldn't the same be said of the tax? It is just as difficult to determine that the social costs are 2 additional cents per bag. Very nice series of videos though - they're helping me study for my micro final

Would the tax revenue be the area from Q = 0 to 2, between both supply curves, adding to the total surplus?

Because it cancels a transaction that would've had a worse outcome for society rather than canceling a transaction that would've had more positive than negatives.
