3:05 There is some logic there as in real life if spike trap is used to stop a criminal police will be chasing him and so the tyre of police car can also be popped so you are trained to control the vehicle while the tyre is popped.

That means Police was not aware about spikes. So there was lack of communication between cops. Doesn't make sense. Also CJ never becomes a cop officially. So why police training?

In modern time it is possible to remove the spikes fast but the time it was made that was not possible and the training might be given because we can perform police duty (if I am right) and also while we can be running as a criminal so we need to get some training to control the vehicle
