Bell tower was built after the original one was burnt to the ground by a bolt of lightning, and that was the original bell tower that Ho-Oh would occasionally fly over to when it wanted to rest and interact with humans. Lugia always resided in the Whirl islands due to it's power to literally cause massive and potentially 40 day storms.

@@stevent3676 unfortunately that's incorrect, the burned tower is where lugia used to reside, a strong thunderstorm and a lightning bolt sent the tower ablaze and lugia fled. You can see this story animated in pokemon evolution episode 7: the show

The reason Johto is the region I consider my true home in the Pokémon world is due to the fact that this region has an even stronger Japanese influence, as someone fascinated by it’s culture it’s just hard not to love the region, yes, it may have been my first game, but that doesn’t mean it is because of nostalgia that it’s my favorite region

Personally, Ho-Oh being summoned always made more sense to me, because Lugia is a species that's just rare and sleeps in the seabed of oceans, while Ho-Oh is mostly one of a kind and had left the world centuries ago due to humanity's desire to use it's power for themselves.

Latias, Cresselia, Enamorus, and Diancee are 100% always female no matter what, while Thunderus, Landorus, Tornadus, and Latios are 100% always male, while then you have Heatran, a species of legendaries with 1 living in every dormant or active Volcano on the planet, and they have gemder ratios and can be either male or female, but cannot breed because of their effect on the competitive scene (yes that's actually why they can't breed). Meanwhile, the Bird trio and Lugia can all lay eggs and reproduce asexually in the anime (it's said during the cameraman Todd Articuno arc that an Articuno flies to it's nest atop an icy mountain every decade or so and lays eggs or something)

I've always felt like Lugia was added second to Ho-oh, simply due to the fact that Ho-oh's entrance always seemed to fit more with the story. With the Kimono girls and Ecruteak city, to it's own special tower and an incredibly cinematic entract as it descends from the sun in the sky (made even better if done at sunset.) Makes me kinda sad, too. Like, I get why it's done that way, lore wise. And Lugia is fucking awesome. But I feel it's encounter is just. Weaker in every way, and I genuinely would play Soul Silver more often if Whirl Islands wasn't so unpleasant to go through compared to bell tower. Maybe it'll get the justice it deserves eventually.
