PA is short for "Public Address" but in live concerts it's used to describe a whole stage sound system. There are usually two audio engineers controlling the sound, the front house engineer and monitor engineer. The front house controls what the audience hears. Speakers that are pointed out to the audience are under his control, and his job is to balance everything out and have everything at a volume where it is heard at the appropriate level it should be heard at. The monitor engineer controls what the performers hear. He controls all the monitors (this can be speakers on the stage pointed at the artists, or tiny earpieces). He can control what amount of sound is coming out of each monitor, so for example, if the guitarist wants to hear drums, but doesn't want to hear the bass, then the monitor engineer can simply turn up the volume on the drums and turn down the bass in his monitor. The concert will be so loud, that unless anyone is in his immediate proximity, they probably won't even hear what's coming out of his monitor, so each performer can have whatever they desire to hear coming out of their monitor. So to answer your question, the reason he knew it wasn't at the right level, was because he came out and checked his mic by just saying a few words in it, so he could determine "Is this too loud or too quiet for me?" because he probably can't hear himself in the monitor at all, so he probably needed the volume of his mic to be louder in that monitor. Remember, this is a festival show, where you have all kinds of different artists with different instruments, sounds, and preferences on how something should sound, so it can be hard to get the sound right at a lot of festivals because it's constantly changing. If it is a single show at a single venue, let's say that a band is playing at the Hollywood Palladium, then before the doors open to that gig, they will set up all of their equipment, check mics, and adjust all the volumes they need. So later when the show actually starts, everything is already set up, but you can't really do that at a festival. Where everything is on a tight schedule and as a fast as possible. The only artists at festivals that I think get good time to get a full soundcheck are headlining artists. I hope this information helped you better understand some of the intricacies and amount of time and effort it takes to get a show ready.
