Oras is way way too tiny to even destroy marineford, let alone pull islands. The Oars Hogback found was probably just a random ancient giant that was far past the prime of the race. You would honestly need to be even more massive than San Juan Wolf to pull continent and the demon skull of Onigashima kinda fits that bill.

The thing that convinces me towards Kaido being a dragon is that during Punk Hazard, there's a side comment that one of the dragons Vegapunk made was favored by a World Noble, who gave it a name. We never got a name for that dragon. It's weird that we were told it was special, and had a name, but that we weren't told it at some point. If the name didn't matter, we wouldn't be told that it was named. It's also been so long since that chapter that the reveal would have to be huge or else there'd be no point.

Zoan transformation keep some of the original body parts from the user. I don't think he is human because of big mom words, but he could be half human half ancient giant (I don't want to imagine how that situation occurred).

KOL Shimotsuki Ryuma was hell of a beast in his days managing to turn Shusui into a permanent black blade with his advanced Ryuo (a feat even Chaden himself didn't pull) but was defeated by a post time skip Zoro so to speak about how crappy and diminishing Moria's powers were. Oz on the other hand took all of the straw hats and an over-cheated Luffy to defeat his ass so can you imagine how powerful he was in the real life ! and i'm not considering devil fruit powers! the likes of Captain John Ryuma and maybe other big shots that existed throughout the timeline of One piece and used by Moria were eclipsed by the cheer power of that one Zombie

@Lone Laguna Espada I'd argue OP is a low magic setting; there's clearly supernatural elements present, and they can be tapped- but it would seem knowledge is incredibly limited, its rules are fairly restrictive, and it often comes at great cost. In addition some abilities are wholly unexplained, and accurate seers and prophecies exist. It's subtle, but it's there.

I think whether kaido is a dragon depends on Ryou and the extent of its abilities since it’s a form of haki and is naturally used to counteract Devil fruit powers. I'm pretty sure that Onimaru was a yokai. Kitsune yokai in particular are powerful shapeshifters. The fact that Kawamatsu feeds him fried tofu would confirm that since kitsune yokai are described as fond of fried tofu in yokai folklore. And obviously, Wano takes a lot of its inspiration from traditional Japanese culture. So yeah, definitely no devil fruit involved here.

My theory is that kaido is a dragon he had a smiley made for Yamato, his debt to big mom is that she gave him a a giant model fruit. She is obsessed with having giants in her family so their interests aligned. This would allow kaido to take on a humanoid form and reproduce. This will give us a bit more exposition on devil fruits. Momo eating the devil fruit that was meant for Yamato.

Think gyarados. As library of ohara pointed out in a recent video the so-called "dragon dragon" devil fruit is more accurately translated as "lizard lizard". This exposes the greatest translation error in all one piece history after "zolo".

IF magic exists in the One Piece world, the World Government also certainly seeks to stamp it out. The 20 kings may have come together for just that purpose. It's also possible that they transformed the magic system itself from a more chaotic soft magic to a more structured hard magic. Governments throughout history have implemented restrictions on forms of power, whether by forbidding commin ownership of swords or firearms or printing presses. The timing issue of the One Piece on Laughtale could even relate to some sort of ritual where all the moons need to be in alignment. If that (which is already several knots down a string of mere possibilities) is the case, Enel is most likely to show back up around the time Blackbeard and/or Luffy reach their goal.
