I think the issue is lack of English. He was not sure why he was being disciplined, and asked, in gestures, if it was okay to pet the horse, since others were obviously doing so. He looked like he was part of that large group of teens.

These kids and their parents are brats. Why is the guard tolerating the people to crowd the horse like this for so long. This is the worst I've seen it and yet I haven't' watched all of them. That little boy is still taunted the horse.

My goodness!! Between those kids crowding around the poor horse like they’re forming a barrier to keep everyone else out, to them having their hands all over the horse’s face all at once, as well as shoving their phones in its face…..I’m surprised this horse hadn’t resorted to biting and trying to buck its way out of there! It was freaking me out just watching.
