"League of Participation" - at this stage. Bounty, catch up exp, JG camp auto-respawn, reduced enemy JG camp exp... Everything to stop the snowball, but still all scaling champs scale all the same. Where it the logic in it.

It's because league players don't like when they get punished by ignoring pings and then have to deal with a 8/0 Katarina at 15 minutes. Or when enemy tryndamere gets one kill in lane, buys tiamat and proceeds to steal camps, proxy waves and solo the laner as soon as his ult comes off cd. TLDR: ppl want to play bot not to be punished by mistakes, and riot only listens to those who cry all the time.
