I saw Malignance being discussed on the Veigar mains subreddit and everyone was very skeptical about building it on Veig. The passive really doesn't combine well with Veigar's ult so why build it ?

I remember reading the same thing, I think the point of running it was that it had ult haste and lost chapter, so you could get enough mana early. However things like ludens is a little better of an option.
