Pear Tree House was the former Civil Defence control centre for South-East London. It is a block of council flats in the Central Hill Estate of Upper Norwood with eight two-bedroom flats and the control centre in the basement

Those lights are to indicate the alert level. Red means attack imminent or in progress. I guess you press the buzzer when there is a change

Having no life, or too much time on my hands, I decided to check the answer to your "Wonder if it shows where you are?" (03:20) and whilst the map is centred on where you are, there's no hint of a helpful 'You are here' style dot. The nearest thing that stands out is the black blob of Gypsy Hill railway station not far to the north, or the large green patch of Crystal Palace Park just to the east. But you have to know your Lunnon to start with of course.
