To answer you about South Africa as i live there and was a professional athlete before focusing on my career, it starts un February because there are leagues that should be ran to accumulate points, secondly the T&F championships are in April because in May its a start of the Cross Country season. We (South Africans) start our seaaons hella early because our summer is at the beginning of the year. We usually have low-key meets starting from about late November going to April of the next year. Elites usually come out in Feb-March for the circuits then we have our national champs in April. That's why it's not uncommon to see our athletes perform well in the early season.
